Reverse:1999 Liang Yue & Noire - Which Character To Roll For

With the release of Reverse:1999 version update patch 2.5 coming around the corner for the game to celebrate its amazing milestone of its 1.5 anniversary, players will have the chance to obtain various important resources and currencies to roll for the brand new characters coming with the update patch - The limited 6* Star Affinity Character Liang Yue and the 6* Plant Affinity character Noire.

 

To commemorate the 1.5 anniversary of Reverse:1999, players will be able to roll on a brand new limited banner to get one of the game’s most anticipated characters - Liang Yue for the first half of the patch and a brand new character rate up banner for the second half of the update patch. Additionally, several rerun banners and special banners will also be available for players to attempt to roll on during the 2.5 version update patch.

Liang Yue & Noire - Everything You Need To Know

The main attraction of Reverse:1999, the 2 brand new characters coming to the game’s version 2.5 update patch, Liang Yue and Noire shall make their debut on their own personal rate up banners upon the release of the update patch. 

 

The first rate up banner will be a limited rate up banner featuring the first new character of the update patch - The 6* Star Affinity Limited Character Liang Yu which will last from the start of the update patch all the way to the end of the update patch 2.5 for Reverse:1999.

The second rate up banner will be a character rate up banner featuring the 2nd new character of the update patch - the 6* Plant affinity Character Noire. This banner will start from the 2nd half of version update 2.5 and last until the end of the update patch.

Limited 6-Star Character - Liang Yue

 

Liang Yue is a 6* Limited Character of the Star Affinity, she excels at Attacking enemies with powerful Star Affinity Attacks and grants the team buffs as well as debuffing the enemies based on her different types of Talons on herself.

Liang Yue’s main gimmick relies on her different Incantation skills that allow her to enter her special Qiangliang Complete state, allowing her to change the effects of her different Incantation skills and grant herself Talon stacks depending on which skills was used.

 

Upon using her Ultimate - Call of Thunder: #0305 - Liang Yue will deal massive amounts of damage to all enemies, granting herself Immunity for 1 round and 6 stacks of Guardian’s resolve, and enter her Qiangliang Complete mode for 2 rounds. Guardian Resolve helps boost the stats of herself and grants her damage reduction based on the amount of stacks, while Qiangliang Complete mode allows her to boost the power of her different Incantation Skills based on their position.

Once in Qiangliang Complete state, when using her Incantation Skill - Banish Evil, Liang Yue will attack an enemy, extending the duration of Guardian’s Resolve buff and grant herself a Justice Talon Stack.

Alternatively, when using her Incantation Skill - Bless Life when she is in Qiangliang Complete state, Liang Yue will buff an ally, granting them a stack of Guardian Resolve and grant herself a Peace Talon Stack.

Once Liang Yue have accumulated 6 different Talon stacks, she will trigger a special attack depending on the differences between the different Justice or Peace Talon stacks:

 

- If Peace Talon Stacks is higher than Justice Talon Stacks: Attacks all enemies, for each Peace Talon stacks depleted, inflict 1 Poison and 3 Burn Stacks on enemies. For each Poison stack on enemies, increase damage by 10%, for each Burn Stacks on enemies, Pen Rate increases by 3%. For each Talon stacks depleted, grant 1 Guardian Resolve for all allies.

 

- If Justice Talon Stacks is higher than Peace Talon Stacks:

Attack all enemies, convert excess crit rate into crit damage. For every Justice Talon depleted, increase Crit rate by 5%, Crit damage by 20% and Damage by 10%. For each Talon stacks depleted, grant 1 Guardian Resolve for all allies.

 

- If Justice Talon Stacks is equal to Peace Talon Stacks:

Attack all enemies, gaining a stack of Swift Resolve. For each Talon stacks depleted, grant 1 Guardian Resolve for all allies.

 

New 6-Star Character - Noire

 

Noire is a brand new 6* Character of the Plant Affinity. Noire specializes in dealing massive amounts of damage to all enemies, inflicting a lot of different negative statuses on the enemies in addition to gaining special benefits for each of the negative effect statuses on the enemies.

Noire’s main gimmick revolves around her 2 different buffs and debuffs: Genius Insight which allows her a chance to recast her ultimate whenever she uses it, the chance increasing with each stack of Genius Insight she have, and Spotlight, which is a negative status which grants the enemies either 1 stack of Rigidity , 2 rounds of Poison or 5 stacks of Burn.

At the start of the fight, Noire will assign the Spotlight status onto an enemy with the highest HP percentage and the players will need to manage the Spotlight status on the enemy through her skill kit. When using Noire’s Incantation Skill - Cutting Vision, she will deal damage to an enemy and swift the Spotlight status onto the enemy, making them take debuffs at the end of the turn. Afterward, players can use Noire’s Incantation Skill - Stunt Scene to attack all enemies, granting Noire several stacks of Genius Insights before detonating the debuff granting effect of Spotlight on enemies.

 

Once players have accumulated enough Genius Insight and Spotlight Debuffs onto the enemies, you can then use Noire’s Ultimate attack, which allows her to deal massive amounts of damage to all enemies, increasing the damage dealt with each stack of debuffs on the enemies, up to 500% more damage. For each stack of Genius Insight, Noire will have a 6% chance of retriggering the Ultimate, and if the Genius Insight stacks up to 8 stacks, the chance will be increased by a further 40%.

Liang Yue VS Noire - Which Character Should You Roll For

 

Meta Power Considerations

 

Between Liang Yue and Noire, the two characters serve as different types of meta characters in the game due to how different their skill kit functions from each other, therefore, they can’t really be compared directly.

 

Liang Yue is a very strong buffing character with the ability to not only boost the damage output of the entire team as well as reducing the damage the entire team takes, but also deal strong mass attacks to all enemies in front of her, making her a very diverse character to have. However, her skill kit requires a lot of thoughts and management in order to truly shine, so she might be a very hard character to play for a lot of players. 

 

Meanwhile, Noire is a very straightforward and self-sufficient DPS character. Her whole gimmick revolves around maintaining her unique Spotlight debuff on as many different enemies as possible to inflict them with as many debuffs as possible before using her ultimate to wipe them out. Her strong debuffing capability and damage potential make her a very strong character to go alongside a debuff centric team. 

 

If you want a diverse and powerful character that may prove hard to play but is very rewarding, then you should roll for Liang Yue. If you are in dire need of a strong DPS character, then going for Noire is more desirable.

 

Limited Availability Consideration

 

When it comes to the availability debate between Liang Yue and Noire, it is extremely one-sided as Liang Yue is a Limited Rated Up Character, meaning she won’t be available for players to pull once her banner is out and will only be returning once another rate up banner of hers come around.

 

Meanwhile, Noire will be added to the permanent character pool after the release of Reverse:1999 Version update 2.8, which is 3 versions from her initial release, and will receive rerun banners more often once she is added to the character pool.

 

Therefore, when considering availability solely, players absolutely need to prioritize rolling for Liang Yue over Noire, due to her limited available status as a limited character.
